Background
In the early 1980s, the staff of the Smithsonian's National Air and Space Museum recognized a problem
that was becoming only more serious with time: the inadequacy of the Paul E. Garber Preservation, Restoration and Storage
Facility in Suitland, Md. as a place to restore the growing collections of large aircraft and spacecraft. After many years
of discussion and research, the Board of Regents of the Smithsonian Institution proposed that the museum establish a new
facility near a major airfield in the Washington, D.C. area, which would provide acreage for buildings and parking, access
to an active runway, a guarantee of permanence, local support and room for future expansion.
